Well, they were created by Kishimoto so, I guess he just felt like they weren't important enough for him to give them good designs.

Anyway, @TS nice theory, it could even mean that all of the villagers that aren't from a real clan are all descendants from the Uchiha, Senju, Uzumaki, Sarutobi & Hyuuga.
