Are the avatars and signatures only available after a certain number of posts or are they moderator and admin exclusive?

I'm pretty sure you can go ahead and upload an avatar and sig right now? Did you click on your name on the top right corner? It should have an edit profile, and you'll see "avatar" and "signature" tabs.
