He is not when Hinata around. He is lying so people wouldn`t worry about him, he is doing so for good. But with Hinata he feels that she is someone, that can share his pain and not be harmed by it, but encourage him even more, than anybody else can do. But back on topic I think Obito isn't justified. His motivation is shit compared to every other villan in this manga.
